Situation

A public hospital in the Algiers wilaya was expanding its respiratory ward capacity by a third following a regional increase in post-surgical pulmonary support cases. The biomedical engineering team had six weeks to close on a supplier before the ward opening date and a ministry tender file that required full CE, ISO 13485, and EU MDR documentation on every unit.

The previous supplier had delivered a prior generation of CPAP devices with patchy UDI carriers. The re-tender bar was higher.
